Can an auto-entrepreneur sell physical goods online? What the official ANAE list says

Law 22-23 limits the status to activities on the official list. We found no goods-selling activity there, except micro-importation. Sources contradict each other: to verify.

The question comes up in every seller group: with the auto-entrepreneur card, are you allowed to sell products on Facebook, Instagram or a website? Guides say yes without citing a text. The texts we read say something else, or nothing: it is an area to verify before you build your business on it.

What law 22-23 says

The auto-entrepreneur status is open to people who carry on an activity on the list of eligible activities, set by regulation. Liberal functions, and regulated and artisanal professions and activities, are excluded from the list. So the list decides, not our idea of “small trade”.

What the official list contains

We read the list on ANAE’s official site on 29 October 2026. It has eight domains, mostly services (IT maintenance, home services, events, multimedia content, arts and entertainment) and technical trades. We found no activity called retail, resale of goods or dropshipping.

The sub-domain “e-commerce services” exists, with eleven activities, but they are all services: site developer, campaign manager, logistics specialist, strategy consultant, for example. “Digital marketing” is a separate domain. These activities let you work for shops, not sell your own products.

The only route we found for reselling goods is micro-importation, which has its own decree: it is all in our article on decree 25-170.

What the e-commerce law says

Law 18-05 on e-commerce sets, in its article 8 as one can read it in a copy of the text, an extra requirement: the supplier must be registered in the commercial register or the artisan register, and the site or page must be hosted in Algeria under the .com.dz domain. We could not open the original in the Official Journal: read it before relying on this wording. Even if it is accurate, two questions have no written answer in what we read: does it apply to a seller who only uses a social-media page, and what becomes of an auto-entrepreneur who has no commercial register.

What guides say

Many claim that the auto-entrepreneur “can sell online” without separating services from goods. A few confuse the list with the commercial register. We repeat neither their figures nor their conclusions. The topic is flagged “to verify” until ANAE answers in writing.

What to do in practice

  • You sell services to shops (ads, websites, logistics): find your activity in the list and register as in our registration guide.
  • You import your own products: look at micro-importation.
  • You want to resell goods bought locally: ask ANAE, in writing, which activity on the list covers you, and keep the answer. Failing that, the alternative is the commercial register, issued by the CNRC; its conditions are outside the scope of this article.

In every case, track your turnover with the ceiling tracker, and check the terms in the general guide and the glossary.

  • Verified The ANAE official list (activities.anae.dz, read on 29 October 2026) groups eight domains, mostly services and technical trades. We found no activity named retail, resale of goods or dropshipping.
  • Verified Sub-domain 021100 “e-commerce services” has eleven activities, all of them services (for example site developer, campaign manager, logistics specialist, strategy consultant). Domain 020300 covers digital marketing.
  • Verified Micro-importation (activity 080101, domain 080100) is the only route we found for reselling goods as they are: decree 25-170, with no commercial-register registration, under conditions.
  • To verify Article 8 of law 18-05 on e-commerce, in the copy we read, requires the supplier to be registered in the commercial or artisan register and the site or page to be hosted in Algeria under .com.dz. We could not open the original in the Official Journal.
  • To verify Whether article 8 of law 18-05 applies to a seller who only uses a social-media page, and what it means for an auto-entrepreneur with no commercial register: no text we read settles it.
  • To verify Whether ANAE tolerates or refuses the resale of locally bought goods under another activity on the list: we found no written answer.
