ANSEJ, ANADE, NESDA: one agency? Financing a micro-enterprise in 2026 (and how it compares with the auto-entrepreneur card)

ANADE and NESDA are the same agency. Conditions, steps, the 5 to 15% contribution, the unremunerated loan, 70% bank credit and the IFU exemption, from the official sites.

You are looking for funding to start a business and you run into three acronyms: ANSEJ, ANADE, NESDA. Forums sometimes present them as three bodies. They are not: ANADE and NESDA are the same agency, one in its French acronym, the other in its English one. ANSEJ is the name many people still use.

One agency, three acronyms

The DGI site names ANADE “Agence nationale d’appui et de développement de l’entrepreneuriat”. That is exactly the English name, “National Entrepreneurship Support and Development Agency”, that the agency shows on nesda.dz, where one page gathers nine creation decrees, from 1996 to 2024, under that title. As for the older name ANSEJ, the site lists presidential decree 96-234 “on youth employment support”; the text recording the rename is one we could not read, so we do not state it as fact.

Do not confuse it with ANGEM (micro-credit) or CNAC (unemployment insurance): the DGI cites them as separate schemes. Nor with ANAE, which runs the auto-entrepreneur card and funds nothing.

Who can apply

For a creation, the official page requires: aged 18 to 55; never having benefited from a support scheme to create a micro-enterprise; a diploma or professional qualification and/or certified skills; a personal financial contribution. For an expansion, the age range is 20 to 58, with two years of proven activity (accounts and G12, C20 returns).

The steps

  1. Training and online registration. You register on the platform after training at an entrepreneurship development centre.
  2. Evaluation. The agency scores the project (feasibility, efficiency, financing). Above 50%, it goes to the wilaya committee.
  3. Committee. You present the project yourself to the selection and financing committee.
  4. Certificate of viability and financing, then the paperwork with the agency and suppliers.
  5. Start of activity.

If the project is rejected you have 15 days from notification to appeal to the committee secretariat and, if finally rejected, you can go to the national appeal committee.

How much is financed

The project can go up to 10,000,000 DA. The agency offers three structures: self-financing, mixed financing (50% you, 50% the agency) and triangular financing (you, the agency through an unremunerated loan, and the bank for 70%).

Case (triangular financing)Your contributionAgency loanBank
Students and unemployed5%25%70%
Others, southern regions10%20%70%
Others, High Plateaus and special regions12%18%70%
Others, rest of the country15%15%70%

Worked example (we made it up ourselves, it is not a real case): for a 2,000,000 DA project, the contribution is 100,000 DA for a student (5%) and 300,000 DA in the rest of the country (15%), with 1,400,000 DA of bank credit in both cases.

The agency also offers two additional unremunerated loans: 500,000 DA to rent premises (on condition of using bank credit) and 1,000,000 DA for operations, exceptionally. The credit interest is rebated at 100%. A BNA page states a maximum term of 6 years and 6 months, an 18-month deferral and a bank answer within two months of receiving the file; each bank publishes its own conditions.

On tax

According to the DGI, promoters under ANADE, ANGEM or CNAC are exempt from IFU for three years from the start of operation, six years in a zone to promote, with two more years if they commit to hiring at least three permanent employees. Breaking that commitment leads to withdrawal of the approval and a recall of the duties. The exemption does not cover activities through digital platforms or direct network selling subject to withholding.

Agency or auto-entrepreneur card?

The card is free to get and quick, with no funding; the ceiling is 5,000,000 DA a year and the activity must be on the official list. The agency scheme asks for a diploma or qualification, a file before a committee and a contribution, but it funds equipment and premises. They are two different routes; read the auto-entrepreneur guide before choosing.

What we could not confirm

The agency’s processing times, the exact list of documents, the repayment term of the agency’s unremunerated loan, and whether the scheme can be combined with auto-entrepreneur status are not on the pages we read. Write to the agency before committing.

  • Verified ANADE (French acronym) and NESDA (English acronym) are the same agency: the DGI names ANADE “Agence nationale d’appui et de développement de l’entrepreneuriat”, which is the English name shown on nesda.dz. The legal-texts page of nesda.dz lists, as the agency’s creation texts, nine executive decrees from 1996 (96-296) to 2024 (24-197) under that same title.
  • To verify The name ANSEJ (Agence nationale de soutien à l’emploi des jeunes) is the earlier name of this scheme, and the rename dates from 2020. We read no official text saying so; the nesda.dz page lists presidential decree 96-234 “on youth employment support”.
