Off-the-shelf or custom software in Algeria: how to decide (2026)
Ready-made software, configured software or custom development: a decision grid for Algerian businesses, the costs to plan for, the contract and the 2027 rules.
Short answer (1 November 2026): start with off-the-shelf software when your need looks like that of thousands of other businesses (invoicing, accounting, a simple store): it is cheaper to start and faster. Move to custom when the software is your advantage, when your process fits no tool without workarounds, or when you need to connect several tools. In between, the most common path is configured off-the-shelf software, with a few connections built separately.
Three paths, not two
| Off-the-shelf (SaaS or licence) | Configured off-the-shelf | Custom development | |
|---|---|---|---|
| Time to start | Days | Weeks to months | Months |
| Upfront cost | Low, published price | Licence + integrator | Highest |
| Ongoing cost | Subscription, often per user | Subscription + maintenance | Hosting + maintenance |
| Fit with your process | You adapt to the tool | Partly | Fully |
| Ownership | You rent | You rent; you own the configuration if the contract says so | You own the code if the contract says so |
| Main risk | Vendor changes prices or shuts down | Integrator disappears | Poorly scoped project, dependence on the provider |
Off-the-shelf price ranges read on 1 November 2026: Odoo Standard at $24.90 per user per month billed yearly, FactSpeed from 12,000 to 24,000 DA a year including tax, Algerian e-commerce platforms from 999 DA a month. See our comparisons of invoicing software, ERPs and COD platforms.
The decision grid
Answer in order. The first “yes” points you in a direction.
- Does existing software cover 80% of what you need without workarounds? Yes: take it, and adapt your process for the remaining 20%.
- Can the gap be closed by connecting two tools (store and carrier, ERP and till, form and spreadsheet)? Yes: keep your tools and have a connection built.
- Is the software what sets you apart from competitors (a platform your customers use, a business calculation nobody offers)? Yes: custom is justified.
- Do you already pay many per-user subscriptions, in foreign currency, for a large team? Work out the three-year cost of both options before deciding.
- Do you have someone in-house to follow the project? No: a custom project with no owner on the client side almost always drifts. Start smaller.
What drives the price of custom development
There is no public grid, but the factors are always the same. Ask for a quote that separates them:
- The number of screens and roles (customer, employee, administrator).
- Connections: online payment, carriers, SMS or WhatsApp, ERP, accounting.
- Business rules: discounts, multi-warehouse stock, commission calculations, approvals.
- A mobile app on top of the web, and on which platforms.
- Data migration from your current files.
- Hosting, the domain and how they are paid, in dinars or foreign currency.
- Maintenance after delivery: fixes, security updates, small changes.
What to put in the contract
- Ownership of the source code and its handover, at every stage, to a repository in your name.
- The domain, hosting and accounts (payments, app stores, email) in your name.
- A specification listing screens and rules, and the procedure for changes.
- Payment milestones tied to deliverables you can test.
- The warranty for fixes after delivery, and the price of maintenance afterwards.
- Personal data: where it is hosted and who can access it. Law 18-07 governs its processing.
- Technical documentation delivered with the code.

If your software touches accounting or the till
The 2026 Finance Law provides that from 1 January 2027, till systems and accounting software must be covered by a vendor commitment. Its article 51 sexies also requires vendors and anyone working on the accounting functions of software to provide code and documentation when the tax administration asks. If you have a till or an accounting module built, or if a provider changes your accounting software, write these obligations into the contract and agree who will provide the commitment. Details in the 2027 rules.
Option: have custom software built or your tools connected
If the grid points you to custom work or to a connection between tools, a studio can handle it. One example is NEKST DIGITAL, which presents a custom software offer (including APIs and connections to payment, messaging and management tools) and an e-commerce store offer, with a reply announced within two working days giving scope, timeline and price. The studio also builds Shopify and WooCommerce stores, which lets you start from an off-the-shelf platform rather than building everything. NEKST DIGITAL is not an Odoo partner. Frequently asked questions
Is off-the-shelf or custom software better?
Off-the-shelf when your need is common: it is faster and cheaper to start. Custom when the software sets you apart, when your process fits no tool, or when you need to connect several tools.
How much does custom software cost in Algeria?
There is no reliable public grid. The price depends on the number of screens and roles, the connections (payment, carriers, ERP), a mobile app, data migration and maintenance. Ask for at least three detailed quotes on the same specification.
Who owns the code of custom software?
Whoever the contract names. Write down clearly that the source code, the domain and the accounts belong to you, and have the code handed over at every stage.
Can you have your own invoicing or till software built?
Yes, but from 1 January 2027 accounting and till software must be covered by a vendor commitment, and anyone working on accounting functions must be able to provide code and documentation to the tax administration. Plan for it in the contract.
Can you start with off-the-shelf software and move to custom later?
Yes, and it is often the wisest route. Check from the start that the software lets you export all your data.
